２０２２年度は、本研究課題について１）先行研究のサーベイと、２）収集したデータに基づく実証分析を行った。１）については、２０２２年度も引き続きインドでの現地調査を行うことができなかったため、２０２３年度の現地調査実施に向けて、事前の準備として関連する先行研究を幅広くサーベイした。具体的には、インド郵政が作成した年次報告書をウェブサイトから入手して、１９８４年度から２０２１年度までの業務内容の変遷について考察した。これにより、インドの郵便ネットワークがどの時期にどのような業務をどの程度行ってきたかについて、時間を通じた変化を確認することができた。２）については、世界銀行が作成しているデータベースであるGlobal Findexから郵便口座保有割合に関するデータを入手し、郵便口座保有者の属性について実証分析を行った。関連する先行研究によると、銀行口座保有者に比べて、郵便口座保有者は所得水準が低く、年齢が高く、学歴が低い。こうしたことがインドにも当てはまるかについて実証分析を行った。さらに、１）で記載したインド郵政の年次報告書と、万国郵便連合のウェブサイトよりデータを入手して、郵便ネットワークが国内の貧困状況にどのような影響を持ち得たかについて分析を進めた。本研究課題は、現地での実際の活動を詳細に考察することが研究を進め、成果を挙げる上で必要不可欠であると考えており、これまで実施した上記の活動を２０２３年度の現地調査に生かしたいと考えている。
