项目摘要

知的財産権の保護がグローバルサプライチェーンに与える影響に関して、第１に、二国間貿易データを利用した重力モデルによる推計を行った。知的財産権制度の不調和が、国際貿易・グローバルサプライチェーンを分断する一つの要因となっていることから、特許に敏感な財の貿易が先進国間の貿易に集中している事実を考慮して、特許制度の調和と国際貿易の流れとの関係を構造重力モデルを用いて実証的に検証し、特許制度に関する二国間の制度的距離が、特許に敏感な産業における貿易シェアと逆 U 字型の関係にあり、特許制度の類似度が高まると二国間貿易が促進されることを明らかにした。第２に、知的財産権保護や安全保障上の懸念からオフショアリングからリショアリングへ移ることが見られるが、製造業のサービス化や経済のデジタル化が進む中、こうした生産タスクの国内回帰はサービスやデジタルへの労働配分を阻害する恐れがある。他方で、先端半導体など安全保障上機微な製品は国内生産が安定的なサプライチェーンの維持に不可欠な面もある。こうしたリショアリングに伴う国内経済への影響について分析するためのデータを収集した。さらに、知的財産権の保護がGSCに与える影響に関して、米国・日本・オランダ等における先端半導体及びその製造装置の中国企業への供給・技術利用を制限する政策、中国国内での技術開発・生産を要求する政策が中国国内で事業活動を行う外資企業に対する影響を対象に、米国・日本・韓国・台湾等のフレンドショアリングの供給網と中国国内での供給網とのデカプリング（GSCの分断）を示す貿易・資本・技術取引のデータを収集した。
