项目摘要

本研究の目的は、ホームレスの自立の支援等に関する特別措置法が2027年に期間満了を迎えることを見据え、近年におけるホームレス問題の変容を検討し、“ポスト特別措置法”におけるホームレス支援システムの法的枠組みのあり方を考察することにある。従来、ホームレス問題は日雇労働者の失業問題という側面から捉えられてきたが、この20年の間に、住居喪失プロセスの多様化、広義のホームレスの存在など、ホームレス問題をめぐる状況は変化してきている。また、生活困窮者自立支援法の施行、新たな住宅セーフティネット制度の創設など、ホームレス支援に関わる政策動向もめまぐるしく展開する中で、海外で取り組まれている予防的住宅保障システムも視野に入れながら、ホームレス問題の変容に対応しうる法的枠組みを検討することが重要な政策課題になっている。こうした問題意識のもと、本研究では、ホームレスに対する相談支援に取り組む自治体や民間支援団体などの視察、海外の行政機関、支援事業者、研究者等に対するヒアリング調査を通じた国際比較を軸にして、①近年におけるホームレスの住居喪失プロセスの特徴、②その特徴を踏まえた“ポスト特別措置法”におけるホームレス支援システムの法的枠組みのあり方を研究課題として設定した。2022年度は、中国地方および北陸地方の生活困窮者自立相談支援機関や福祉事務所を訪問し、地方都市において住居喪失者がどのように表れているか、また大都市のような支援資源が十分にない中で生活困窮者の居住ニーズにどのように対応しているのか等についてヒアリングした。加えて、ホームレス支援システムの推進のためにはホームレス支援策に対する社会的支持が不可欠であることから、2021年度に実施したインターネット調査の結果を用いて、ホームレス支援策に対する支持と自己責任規範との関連を分析し論文として発表した。
