项目摘要

2022年度は英国における学校リーダーシップと教員人事権との関係について，1980年代の改革の前後を比較検討し，その変化が含意する教職の専門性への影響について明らかにした。特に1970年代の労働党キャラハン政権が企図していた教育改革とその理念がどのようなものであったのか，教員人事における学校リーダーシップとLEA，また学校評議会の関係が具体的にどのように構想されていたのかを検討し，その上で彼らが構想していた「新しいパートナーシップ」が政治上の展開のなかで一旦棚上げされ，現在の方式へと改革されるには1980年代の新自由主義改革を俟たねばならなかったことを示した。こうした展開と分析については，「1980年代後半の英国における教員人事権の学校への移譲とその含意」（「英国における“学校分権型教員人事”の生成過程と今日的展開－広域教員人事による集権的問題解決との相違を念頭に－」神戸大学大学院人間発達環境学研究科研究紀要第16巻第２号）として，発表した。また，英国の学校問題としての白人労働者階級男子の学業不振問題を対象とした検討をはじめた。この問題については庶民院教育部会で本格的な取り組みを開始すべく報告書が作成されているが，具体的な対応は個々の学校に求められることになり，その責任は学校リーダーシップが負うことになる。本研究の主たる対象である学校リーダーシップの具体的な取り組みを検討するための前提として，今年度は，「白人労働者階級児童・生徒の教育上のディスアドバンテージ問題への取り組みに関する一考察」（日英教育学会第31回大会自由研究発表，於福岡大学）として口頭発表を行い，それを研究論文として発展させたものを論文「英国における白人労働者階級児童・生徒の学業不振問題に関する一考察―新たな「マイノリティ」問題としての視点から－」『実践女子大学教職センター年報』第6号として発表した。
