项目摘要

「防災小説」に関する研究から想起された以下の仮説：「専門家コミュニティで共有されている知見を伝えるよりも，自分にとってそれは何なのかを日常の文脈として考えられる方が，来たるべき地震災害への対処行動につながるのではないか」を更に検証するため，新たな試みとなる「防災実動訓練」を開発し，実施した．実動訓練とは，特定の発災日時を具体的に想定して，実際の資源（建物等）を使って発災時の状況を再現し，実際の人がその対処行動を取るものである．本研究では，被災者を演じる者として防災研究に携わる大学生を，対処者として安全管理を行う立場にある学校教員や空港職員をそれぞれ配置し，学校や空港などの施設を使用して実施した．発災時のシナリオとして，過去に起きた地震災害において実際に起きたこととした．例えば，余震で悲鳴をあげる，階段で転落する，過呼吸が伝搬する，等である．訓練はたくさんのカメラを随所に設置して撮影し，参加者の音声もICレコーダーで録音した．これらの膨大なデータをつぶさに分析した結果，以下のことが分かった．これまでの訓練では傷病者や施設の停電などの管理者にとって都合の悪いことは起きない設定になっていたこと，単なる前年度の踏襲のために過去に一例もない学校倒壊をあえて設定して校庭に避難していたこと，総じて現実に起こりうることを少しも考えずに，したがって訓練中に「自分は今何をすべきか」も考えずに，ただ漫然と決まった行動を取っていただけだった，等である．「防災実動訓練」を経て，学校や空港で行う訓練は，訓練参加者が主導して「全員が今何をすべきかを考え続ける」訓練へと変化していった．このことは，「あるコト・モノの意味はその人をとりまく関係性の中で構築されていく」という社会構成主義的な認知が，実動訓練によって想起され，参加者に行動変容をもたらしたことを示唆する．
