本研究の目的は、プロジェクトの「接続部分」における管理技術の充実によるプロジェクト価値向上と、社会の安心・安全への貢献である。すなわち、プロジェクト構想段階における要求仕様化の研究と遂行段階におけるプロジェクトマネジメント研究の狭間にあり、学術の世界で見逃されて来たプロジェクト接続部分における管理技術の研究として、①見積り戦略の研究、②プロジェクト遂行体制と契約方式の設計手法について研究を行う。2022年度は、「プロジェクト遂行体制と契約方式の設計手法」の研究として、要件定義段階におけるステークホルダー間のコミュニケーション時間の推移に着目し、要件定義の進捗度を考慮した計画手法を開発した。また、要件定義会議の生産性向上について、社会ネットワーク分析手法を応用した検討を行った。さらに、ジョイントベンチャー方式のプロジェクト体制について、オフショア開発におけるリスクを最小化するプロジェクト体制の設計方式を検討した。「見積り戦略の研究」については、2021年度に引き続き、設備投資プロジェクトにおける「プロジェクトコストのベースライン設定方法」を提起した。当該研究分野では、これまで3点見積り法が知られていた。研究では、見積りの信頼度をコスト分布に反映する方法を開発した。その成果を日本設備管理学会誌に公表した。また、プロジェクト遂行を支える意思決定支援システムとして、昨年度に引き続き、「プロジェクト実績データを用いたプロジェクトの進行状況評価手法」の研究を行った。すなわち、プロジェクト遂行に必要な会議体でのコミュニケーションの内容を体系的に整理し、実績データを蓄積できる仕組みを検討した。その上で、統計分析手法を用いてプロジェクト実績とプロジェクトの現状を比較し、プロジェクトの状況評価と対策を導き出す方法を検討した。
