项目摘要

研究組織メンバーのオンライン研究打ち合わせを10回行いつつ、当初の実施計画に沿って研究を実施した（なお、全国の市区を対象とする質問紙調査は、繰越制度を利用して、2022年度に実施した）。研究成果の一部は、社会政策学会第143回大会（2021年10月）において公募によるテーマ別分科会「日本の福祉政策における評価レジームの変容の諸相」で報告するとともに、その報告に基づいて作成した論文を『社会政策』誌（第14巻第1号）で発表した。今年度の主要な研究結果は次の通りであった。１）福祉サービス第三者評価制度を中心に置いて形成された日本の福祉政策における評価レジームは、その中で自治体の福祉計画の評価が一定の位置を占めるようになるとともに、政策評価制度とKPIによる業績管理を通して、国・自治体の社会福祉の政策・施策が、部分的に府省横断的な業績管理の下に置かれるようになっていく中で一定の変容を遂げてきた。２）社会保障審議会介護保険部会の議事録を精査したところ、審議の中での「評価」の意味合いが変化してきたこと、事業の目標達成状況の評価に議論が集中し、介護保険全体の政治的意味合いや政策的意義を問うための政策評価の提案はなかったことなどが確認できた。３）大阪府と府内２自治体の介護保険事業（支援）計画とそれに関わる政策過程を事例として分析した結果、国の縦割り行政の制度が、介護政策のプログラム評価とそれに基づく課題解決を困難にしている、などの課題が明らかになった。４）介護保険事業計画における評価指標についての全国107市区への質問紙調査の結果、一定数の市区で独自の施策体系の中にアウトカム指標を含む評価指標を位置づけて計画評価に活用しようとする動きがあること、自立支援・介護予防等の分野での評価指標の導入やニーズ調査のデータの評価への活用が他の分野より先行する傾向があることなどが明らかになった。
