本研究は、教育と政治・行政・経済・社会の各システムの正統性・信頼性・機能性とその改善可能性について、①アクター：実務の主な担い手の意識・スタンス・実践、②組織風土：リーダーシップや同僚性・協働性、③環境変化：社会や子ども・保護者の変化、④政策・言説：政策、働き方、教育格差・社会格差などに関する各界各層の見方・言説とそれらの影響関係に焦点化して理論的・実証的・総合的に探究するものである。5年継続研究の4年目にあたる2022年度は以下の3つの調査研究活動を行った。(1)文献研究、(2)研究会7回（通算22回、研究代表者と3名の研究協力者、各回6時間）、(3)4回目のWebアンケート調査（22.9.23～9.25実施、大半は4件法で質問項目数328、調査対象者は前回対象者＋新規で5000）。以下、上記(1)(2)の概要と(3)の調査結果のごく一部を紹介する。研究会では最終年度となる来年度取り纏め予定の「研究成果報告書」の構成と各論文のテーマ（仮題）を確認した（1章「正統性・公共性・信頼性・機能性の構造転換：意識調査の結果を踏まえて」、2章「国家と共和主義」、3章「現代の危機と知的営為の役割」、4章「シマード『マザーツリー』と脱酸素社会に向けて―日光市を事例として」。上記(3) Web調査の結果：Q1安倍元首相の国葬については賛成35.1%、反対64.9％だったが、年代別での賛成は10代56.3%、20代40.4%、30代32.9%、40代29.4%、50代28.2%、60代以上23.5%だった。憲法改正について自民党憲法改正草案中の特に重要な10項目について聞いたところ全項目で賛否相半ばの結果となったが、反対が最も多かったのは〈国旗国歌尊重義務条項の新設〉で60.9%だった。

The 4th year of the 5th year of research will be carried out in 2022. The following 3rd survey and research activities will be carried out.
