2019年度は、看護師の健康、安全性、生活の質の観点から、８時間3交代、12時間２交代、13時間～15時間夜勤、16時間夜勤おける1か月間の勤務時間数の上限値を決定するために、日本の看護師の代表的な労働組合である医労連、自治労に所属する看護職員に対して、質問紙調査と生活時間調査の2種類の調査を行った。調査内容の具体化にあたり、各組合幹部と月2回程度の間隔で質問項目の検討および対象病院の選定に関する会議を開催し、意見交換をしながら調査対象を明確化した。その結果、医労連所属の看護師59名、自治労に所属する看護師99名を選定し、同意を得、2019年7月から10月にかけて調査票を送付した。質問紙調査は匿名で行われ、調査項目は、年齢、病院の看護体制、それに対する労働負担、通勤時間、看護経験年数、家族構成、通勤手段、通勤時間、年休の付与日数、年休取得日数、年休使用目的、年休取得による疲労回復度合、過去1か月のシフトパターン、通院履歴、服薬の有無、夜勤時の食事状況と睡眠状況であった。生活時間調査項目は、1. 睡眠・仮眠・うたたね、2. 入浴・シャワー、3. 食事、4. 育児・家事・介護、5. 自宅内での娯楽、6. 1人で自宅外で行う娯楽、7. 誰かと自宅外で行う娯楽、8. 自主学習、9. 社会活動、10. 通勤・移動、11. 勤務、12. 勤務中の休憩、13. 忙しかった時間、14. 眠気の有無 の14項目であった。同時に日本産業衛生学会産業疲労研究会編の自覚症状しらべを用いて毎日の疲労度を測定した。看護師は10分精度で、1日24時間、14日間にわたって、該当する生活時間項目にチェックまたは線分を書き込んだ。得られたデータは医労連826人日、自治労1386人日であった。今後はデータ入力の後、1か月の夜勤時間の上限値を決定する。
