本年度は、実際に調査を進めるとともに、理論的な発展を志した。調査は、政治家へのインタビュー調査、国会議事録および、政治家が著したとされる自伝の文献調査に及ぶ。これらの調査を通して、政治家の特定の政策とより強く結びついている「価値表象」を描き出すことをもって、分析とした。理論については、「価値表象」というこれまでの哲学・社会学・政治学の分野であまり聞きなれない概念ではなく、より歴史的な土台に、この理論を結びつけることを試みた。それは、ハンス・ゲオルグ・ガダマーの「哲学的解釈学」へとつながっていく。ガダマーの哲学的解釈学は、私たちの解釈、および理解という行為が、どのように行われているのか。解釈、および理解が、私たち人間存在のどこまで影響を与えているのかについて、体系的な見取りを与えている。ガダマーの理論の一つを簡単に言い表すと、「解釈は伝統と現在との地平融合だ」というものになる。このテーゼはすなわち、私たちがある対象を解釈するときに、目の前の対象という現在を、伝統によって解釈しているということになる。この現在と伝統の対話を、ガダマーは地平融合と呼んだ。このテーゼを含む、ガダマーの哲学的解釈学は、昨年度より考察してきた「価値表象」に、逃れがたく付随していた曖昧さを、発展的に解消してくれる。ある価値が行動の指針になってるということは、次のように言い換えられる。すなわち、人は「解釈」して行動すると。解釈に必要なものは伝統であった。では、ある政策に態度を示す政治家の伝統とは何か。私の研究が問うべき問いが、ようやく本年度の理論的作業を通して定まったのである。「伝統」とは言葉であり、態度であり、ルールである。これを分析することで、政治家の意思決定についての信頼できる実証研究が完成する。
