2022年度研究では、在留資格技能実習および特定技能での外国人受入れの動向とその地域的展開の解明を試みた。明らかになったことの１つは、技能実習と特定技能の人数の変化および両者の関係である。出入国在留管理庁「在留外国人統計」によると、技能実習（全職種）の在留外国人は2010年（12月末、以下同じ）に10.0万人であったが、毎年増加し2019年に38.5万人に達した。しかし、その後は減少し2021年に27.6万人になった。この減少の一因は、技能実習を受ける外国人が最初に取得する技能実習1号が大幅に減少したことにある。2019～21年に在留外国人は技能実習２号と３号で増加したが、技能実習1号で145,167人減少した。一方、特定技能（全14分野）の在留外国人は2019年に1,621人、2021年に49,666人と、この2年間で30.6倍に増加した。増加原因の１つとしてあげられるのは、技能実習から特定技能への在留外国人の移行である。この移行は技能実習を2年10カ月以上修了している等の条件を満たした者に認められる。出入国在留管理庁「特定技能在留外国人数」では、特定技能は試験ルート、技能実習ルート、検定ルート、介護福祉士養成施設修了ルート、EPA介護福祉士候補者ルートに区分され、2022年12月における総数130,915人のうち、試験ルートが34,078人であるのに対し、技能実習ルートが96,356人である。技能実習の在留資格を有する外国人の多くが、このルートを使って特定技能に移行したと考えられる。さらに、地域的な状況をみると外国人の大都市圏への集中が認められる。埼玉県、千葉県、東京都、神奈川県、愛知県、京都府、大阪府、兵庫県の8都府県は、技能実習計画認定件数（2021年度）で全国の39.9％を占め、特定技能介護分野の在留外国人数（2022年12月）で全国の54.2％を占める。
