项目摘要

本年度は、法制度や政策動向と市民活動の調査事例の展開過程を整理するとともに、政策課題による時期区分と事例分析から、「協働」や「参加」がもたらした帰結と課題を明らかにする計画であった。前年度までの研究成果を踏まえつつ、具体的には、水および水環境ガバナンスに関する日本の政府・行政セクターの動向について調査を進めた。まず、中央政府レベルでは、主として資源管理に注目した狭義の「水ガバナンス（Water Governance）」があり、これは国交省の河川管理が、生態系および生物多様性の保全や排水の管理に主眼を置いた狭義の「水環境ガバナンス（Water Environmental Governance）は主として環境省の政策と、縦割りになっている現状があった。2014年に施行された「水循環基本法」では内閣官房が事務局となっているものの、必ずしも統合的な政策実施には至っていないことが伺われる。もっとも、上記の水循環基本法の制定を受ける形で、地方自治体レベルでは「水循環基本計画」の策定が進んでおり、2022年8月現在において65計画に達している。それらの中で、初年度に策定された16計画のうち、市町村レベルの計画数は10である。内訳は、「地下水」を主眼としたものが3計画、「水環境」が3計画、「水循環」が2計画、「湧水」が1計画、「その他」が1計画であった。この中から「水環境」を主眼とした高松市をはじめとする複数の事例を選定し、計画策定に至る政策過程の検討を進めている。
