项目摘要

本年度は、前年度に引き続き、ダム開発計画をめぐる環境運動および流域の環境保全活動に関する事例調査とその分析作業を中心に研究を遂行した。あわせて、歴史的・マクロ的な視点から事例を捉えるために、戦後日本の河川政策の変遷と環境運動の展開過程について文献資料を用いながら通時的に整理・検討を進めた。具体的な成果としては、まず、内発的発展論の検討を踏まえて、宮城県大川の上流地域(室根村)における地域コミュニティレベルでの環境保全活動の生成過程に関し、キーパーソンの環境認識プロセスを分析した論文(「地域づくり」の生成過程における「地域環境」の構築-「内発的発展論」の検討を踏まえて)を『社会学研究』71号に発表した。つぎに、大分県大野町の矢田ダム建設問題を取り上げ、住民がいかにして地域再生に向けた活動を展開したのかについて、コンフリクト過程における住民の認識や意味づけに焦点を当てて検討した論文(大型公共事業計画中止後の「地域再生」の可能性-新たな「地域づくり」の展開とその二重の機能)を『社会学年報』31号に発表している。さらに、宮城県気仙沼市の新月ダム建設問題に関するフィールドワークにもとづき、ダム建設をめぐるアクター間の対立構図の変容過程を考察し、受益圏・受苦圏論を再検討した論文(ダム建設計画をめぐる対立の構図とその変容-運動・ネットワーク形成と受益・受苦に注目して)を『社会学評論』53巻2号にて公表した。上記の研究および過去2年度の成果を踏まえ、戦後の河川政策の変遷と環境運動の展開という、政策と運動の相互変容過程に着目し、ダム計画をめぐる地域コンフリクト過程を実証的に明らかにするとともに、ダム計画中止後に当該地域社会および環境運動が直面している諸課題、さらに、今後の住民(市民)セクターと行政との協働関係の展開に向けた条件について、実証的・理論的に考察した研究論文「河川政策の変遷と環境運動の展開-対立から協働・再生への展望」を作成した。
