本年度の研究の概要は以下の通りである。理論的研究としては、環境社会学の近年の諸研究を踏まえつつ、コモンズ論、NPO/市民社会論、社会運動論に関する諸研究を中心に整理検討した。あわせて、コンパクトシティに関する研究動向のレビュー作業を進めた。実証面では、(1)これまでに調査を行ってきた大分県大野川流域の市民活動、(2)奈良県川上村(吉野川)の大滝ダム問題や地域づくりに関するフィールドワークを遂行した。また、(2)富山県富山市および京都市における、路面公共交通の整備・再生を機軸とする環境保全型まちづくりに関する資料収集と現地調査を展開した。(3)さらに、奈良市内の中心市街地において、高度経済成長期に排水路・下水路と化し暗渠化された川(率川)の記憶や、川と住民生活との関わりを探るべく、地域住民に対するインテンシヴな聞き取り調査を実施した。なお、(1)の大野川の事例に関しては、1980年代以降の川に関わる市民活動の来歴とそのネットワーク形成過程に注目し、河川の管理をめぐる計画決定過程を分析した。とくに「協働」を支える条件として、従来河川行政が担ってきた科学的専門性(専門知)に対し、生活知から発展した「ローカルな専門性」の存在が生成しつつあることを抽出した。これらの知見は論文としてまとめており、近日刊行予定である(松野弘ほか編『現代地域問題の研究』ミネルヴァ書房、第12章に所収)。
