项目摘要

本研究の目的は、風水害後の被災者の復興感について、復興感に影響するものを被災者側と支援者側との認識を質的調査で明らかにすることである。本研究によって、風水害後の復興を促進することや風水害時における支援のあり方全般に示唆を得ることができ、そのケアに関する基礎的な資料となる。令和4年度は、新型コロナウイルス感染症の収束に伴い、令和3年度の追加調査として看護職1名にインタビュー調査を実施した。看護師側には総計7名の協力を得て、その基本属性は、50代が一番多く5名で、資格では看護師資格4名、保健師資格3名で、臨床経験の平均は21年であった。結果は、復興感に否定的な影響として「健康への悪影響」「感染症の発症」「ハザードの存在」「繰り返す災害」「以前からの生活・健康問題が顕在化」等を抽出した。肯定的影響としては、「時間」「経済的な安定」「生きがいの創出」「他者との繋がりを持つこと」「災害の備えが始まること」が復興感に影響をしていた。否定的影響として挙げられたものは、毎年どこかで風水害が繰り返されているため、思い出して健康に悪影響を及ぼし、すぐには復旧・復興できないことでハザードがそのまま残っているという風水害の特性が明らかになったと考える。支援のあり方としては、「不安などを傾聴する」「思いを表出する場を設ける」に加えて「高齢者に配慮する」というカテゴリーが追加された。被災者に対して心身のケアを行いつつ、高齢者等の要配慮者を含めて、地域社会の再建に向けて意図的に関わることが重要であることが示唆された。さらに令和4年度は、風水害の被害を受けた住民側がどのような復興感を持っているのか、復興感に影響したものを明らかにするために半構成型インタビュー調査を計画した。倫理審査を11月承認を受けた後、新型コロナウイルス感染症の感染状況を見ながら、8名の住民の方に協力を得ることができた。
