项目摘要

本研究は、「「エンパワーメント」言説／表象からみる女性スポーツ政策の政治性に関する研究」と題し、研究を進めてきた。パンデミックの影響で、海外調査に行くことができたのはマレーシアのみだったが、スポーツ政策の社会的影響について検証する機会が持てた。ASEAN10カ国のうち、できるだけ多くの国に出向き、各国のスポーツ政策の社会的影響について調査をする予定であったが、パンデミックの影響で海外渡航が制限される中、なんとかマレーシアに行くことができた。マレーシアは、主にマレー系、中華系、インド系の人種・民族・宗教が混在する社会であり、マレー系の人々が政治的な中心にいることがわかった。中華系の人々は、経済力という点で存在感を示しているようであったが、経済活動の自由度がマレー系の人々よりも低いため、不満を抱えている人も少なくないと感じた。今回のマレーシアの調査では、ボルネオ島にいるマレー系先住民のイバン族の集落を訪ねる機会をいただき、マレーシアにおけるスポーツ政策が先住民の人たちにどのように影響を及ぼしているのかについて調査を行った。マレーシアでは、先住民であるイバン族のコミュニティを残すために、政策的介入が行われており、健康を維持するために小さな運動場がコミュニティの端に用意されていたり、定期的な血液検査が行われているとのことであった。2022年度は、第二期スポーツ基本計画に示される女性スポーツ政策の問題点に関する論文を『スポーツとLGBTQ+：シスジェンダー男性文化の周縁』（晃洋書房・共著）に掲載した。この中で、スポーツ分野の「エンパワーメント」言説は、日本のスポーツ政策における「運動実践の強要」と関連している可能性を示唆した。
