项目摘要

本研究の目的は、関東大震災（1923年）を契機とした東京市のスポーツ政策の変容と展開について明らかにすることである。具体的には、1920年代の市政における社会教育課、公園課の各施策に焦点を当て、被災地の復興過程でスポーツがどのような役割を果たしていたかについて歴史学的に検討するものである。最終年度となる平成28年度は、各課による各事業の実施状況を分析するとともに、1940年の東京大会との関連を踏まえて、研究全体の総括を行った。結論として得られた成果を以下に示す。1．関東大震災後の東京市では、スポーツイベントが（1）仮設住宅（バラック）における娯楽、（2）復興に必要な強い身心の育成、（3）6年半にわたる一連の復興事業の完成の象徴としての役割を担っていた。これらは、1923年の「慰安運動会」、1924年以降毎年行われた「東京市民運動競技大会」（～1930年）、1930年の「帝都復興記念体育大会」の内容から考察されたものである。2．関東大震災後の東京市では、「復興公園」（3つの大公園：錦糸、浜町、隅田と52の小公園）を設置し、震災前と比べて運動施設を増加させた。これにより、小学校の運動場が拡充されるとともに、一般市民のスポーツ環境が大幅に発展した。3．東京市は、1940年の東京オリンピックの招致理念に「関東大震災からの復興」を位置付け、大会を通して震災から立ち返った帝都東京の姿をアピールしようとしていた。なお、主な研究成果については、国際誌（The International Journal of the History of Sport）の論文において公開した。本研究の成果が、震災復興とスポーツに関する学際的な議論を発展させ、今後の課題を解決するための資料となることが期待される。

The purpose of this study is to provide an opportunity for Tokyo's policy changes following the Great Kanto Earthquake (1923). In particular, in the 1920s, social education classes and park classes focused on the recovery process of disaster-stricken areas. In the final year of 2010, the analysis of the implementation of each business in each department was carried out, and the relationship between the Tokyo Conference in 1940 was studied. The results are shown below. 1. In the city of Tokyo after the Great Kanto Earthquake, there is a great deal of excitement about (1) the joy of building a house,(2) the development of a strong body and mind necessary for recovery, and (3) the completion of the recovery business in six and a half years. The contents of the "Comfort Games" in 1923, the "Tokyo Citizen Sports Conference" held every year since 1924 (~1930), and the "Imperial Restoration Memorial Sports Conference" in 1930 were reviewed. 2. After the Great Kanto Earthquake, Tokyo City,"Revival Park"(3 large parks: Nishito, Hamamachi, Sumida, 52 small parks) was set up, and before the earthquake, the construction of the earthquake was increased. The sports ground of primary school is full of people, and the environment of ordinary citizens is greatly developed. 3.
