项目摘要

本年度はコロナ禍以降はじめて、ドイツへの渡航を実現することができた。短期間ではあったものの、ドイツでの現地調査では、フランクフルト市の学校政策行政官やウクライナ難民の受け入れにあたって住居調達を担当する行政官への訪問調査などを実施することができた。あわせて、学校欠席／不登校現象をテーマとした国際共同研究を進め、ドイツで開催された「学校欠席とドロップアウト」研究会にて共同で発表を行うことができた。コロナ禍で数年ぶりにドイツに渡航し、街の変化、また人口構成の変化を数字としてだけでなく、現実のものとして捉えることができた。なかでも、ドイツ社会において、ウクライナ難民の受け入れが学校にとっても、社会にとっても新たに大きな課題として位置づいていることを、現地調査から把握することができた。年度後半には、刻々と変わる社会の姿を多面的に把握・記録することに努めた。ドイツにおける難民受け入れの歴史的背景やこれまでの政策、現在のウクライナ難民受け入れ状況などについて、諸資料の収集やオンラインでのインタビュー調査を継続し、把握に努めた。難民受け入れをめぐっては、さまざまな場所・空間で、様々な形で議論が展開している。学校現場では、ドイツ語の言語習得のための支援プログラムや母語保障をめぐってだけではなく、学校における福祉サービスの充実化など、学校の役割の拡大について、議論が再燃している。これまで移民の視点を主として、社会統合をめぐる問題を検討してきたが、今年度は難民の視点も含んで学校の役割の拡大、終日学校の導入、教員の働き方などの議論を捉え直す作業を進めた。
