本研究は高等教育改革が過度に競争的状況に陥ること、および社会から目的意識の希薄な改革要求が過剰に行われることによって、各教育機関が孤立しリソースの不足等を原因として実質的改革が挫折するという問題に注目している。この課題を乗り越えるために、大学連携組織と社会との中間組織の2つの性質を備えたバッファ・ボディという組織モデルを想定し、その構造について検討を進めている。本年度は、日本におけるバッファ・ボディとなる可能性の高い大学連携の一つである「大学コンソーシアム」に注目し、各種の大学コンソーシアムが加盟大学および自治体や産業界などの社会とどのように関わっているのかを調査検討した。複数の大学コンソーシアムの実地調査およびその比較により、以下の点が示唆された。第一に、このようなコンソーシアムに対して、自治体や産業界から積極的なアプローチが行われることは少数の事例を除きほとんどない。概して社会の側はコンソーシアムを通じた高等教育の変化に対して受動的であり、フィードバックも弱い。コンソーシアムもこの点について課題意識を持っており、近年はどのようにコンソーシアムという場の価値を社会に伝えるかが重要なテーマとなっている。第二に、コンソーシアムと各加盟機関との関係においては、独立した事務局を置いている場合であってもコンソーシアムは各機関に対して従属的な立場にあることも多く、各機関内部における教育活動への影響、たとえば共通プログラムの開発などの動きは限定的である。そのため、コンソーシアムの主体的事業は各機関から分離した独自事業として動くことも多く、高等教育改革に必ずしもつながっていない。第三に、コンソーシアム自体はこうした課題に対しかなり意識的に対応を試みている。その一方で、より実効的な対応のためにはリソースは十分とはいえず、事務局組織の教育的専門性の向上も求められる。

This study focuses on the reasons for the excessive competition in higher education reform, the lack of social consciousness of purpose and reform requirements, the isolation of educational institutions and the failure of quality reform. This topic is related to the nature of the university's inter-organizational structure and the nature of the intermediate organization. This year, we conducted a survey on the possibility of university integration in Japan, focusing on "university integration" and various university integration projects, such as joining universities, local governments, and industries. The following points are shown in the detailed investigation and comparison of multiple university solutions. First, the government and the industry are actively engaged in the development of new technologies. In general, the social transformation of higher education is influenced by the social transformation of higher education. In recent years, we have been working hard to improve the quality of our products and services. Second, the relationship between the affiliated organizations and the independent affairs bureau is in the middle of the situation.
