项目摘要

本研究課題は、海外諸国の並行在来線（高速鉄道に並行する在来鉄道路線）についての現地調査を主な活動内容として位置づけていた。三年の当初予定期間内で確実な成果を得るために、海外での現地聞き取り調査は、研究期間初年度の段階で当初計画を変更して、二年目（2019年度）の三月から最終年度である三年目（2020年度）の夏期にかけて集中的に実施することとしていた。しかし、新型コロナウィルス（COVID-19）感染拡大の影響で、国内国外共に現地調査の延期と研究期間の延長・再延長を余儀なくされた。そのため、2020年度から22年度までの期間は、海外並行在来線事情について文献での調査を進めた。海外渡航が困難な状況が予想以上に長く続いたので、海外の事例との比較として国内の並行在来線を対象とした研究も継続し、これに関しても文献による調査を主な活動内容とした。研究分担者の岡本は、2022年11月19日に、糸魚川市にて市民団体「在来線と地域の在り方を考える直江津・頸城の会」と並行在来線・地方交通線政策について意見交換を行い、2023年1月7日には、国鉄労働組合北陸地方本部(金沢市)学習会にて「地方交通が直面する課題と労働組合」という論題で講演した。代表と分担者の間では、定期的にオンラインのリモート会議や対面の打ち合わせを行った。2023年度には海外渡航を実施する目処が立ったものの、円安や物価高の影響で、調査日程、訪問先、旅費などの見直しが必要となり、この件についての話し合いを重ねてた。その結果、当初計画していた調査対象国をさらに絞り込み、比較研究において効果的と考えられるイギリス、フランス、台湾、韓国の四カ国に設定した。

This research topic focuses on the content and location of local survey activities of overseas countries on incoming railway lines (high-speed railway parallel to incoming railway lines).
