项目摘要

本研究は、アジア域内の貿易取引や決済において米ドル以外の通貨の需要がどれだけ高まる余地があるかという問いに対して、為替取引の市場データと企業インタビューという両面からアジア通貨の量的・質的な分析に取り組み、アジアの為替制度と金融危機対応のあり方に対する政策提言を行うことを目的とする。2022年度は、前年度と同様に財務総合研究所での関税データを用いた研究、アジア開発銀行（ADB）とのon-lineを活用して海外研究機関との共同研究を進めるなど工夫しながら、以下4点の研究を行った。第一に、清水は税関データを扱う第1回目の公募研究の成果として、各国別の貿易建値通貨シェアの算出から得られた知見をまとめた論文を作成し、財務総合政策研究所のDPとして12月に公表した。それと同時に、同じデータを用いた日本の輸出入業者のインボイス通貨選択の要因を探る実証分析を開始した。前者の論文については、2023年度に学会発表を行う予定である。本年度は業種別の貿易建値通貨シェアを算出することにより、さらなる知見をまとめて公表する予定である。この公募研究の最終年度となるため、2年間の成果については、今後財務省内での研究会報告、承認を得て、論文を執筆し、ジャーナルに投稿する予定である。第二に、清水は2021年4月以降ADBとの研究コンサルタントとしてADBスタッフとともにSWIFT データを用いたアジアにおける通貨利用に関する共同研究を行っている。2022年度は、アジア各国の金融取引がどの国の金融機関によって仲介されているかという内容でデータ分析を行い、ASEAN+3の会議で報告された。また、財務省の要請により、ロシア・ウクライナ危機後の金融制裁がロシア、中国を中心とした反米諸国の決済通貨に与えた影響についてSWIFTデータを用いて分析したが、この内容な残念ながら機密情報のため非公表となっている。
