本研究は、薬物依存のある刑務所出所者の地域での安定した生活を支援するために、更生保護施設が拠点となって実施するプログラムの立案を目指すものであ る。プログラムの開発に向けては、更生保護施設薬物処遇担当職員を対象とする調査、プログラムの対象となる薬物依存のある刑務所出所者を対象とする調査、 そして海外における先行事例の収集を行うこととしていた。しかし 2022年度においてもCOVID-19の影響により、グループ形式でのインタビューの実施やプログラムのモデル実施等を当初計画通りに進めることには困難があった。そのため、国内外の文献等による資料収集とその精査、そして可能な範囲で更生保護施設職員を通じた情報収集を行うと共に、当初予定していた 調査の対象と方法の変更について検討し実施に向けた準備を進めた。資料収集に於いては、特に依存症に関する診断基準について、DSMとICDの比較等を中心とした検討を行った。 プログラムの立案に向けて、2020年初頭以降のCOVID-19に対する国の措置に鑑み、社会全般における組織運営および人々の行動様式の変化を念頭に置く必要性を確認した。とりわけ、2020年以降の移動に関する行動制限により、地域での断薬を支える重要なリソースである薬物依存者の自助グループNarcotics Anonymousの開催形式に、オンラインやハイブリットなどが加わったことなども踏まえて、更生保護施設で実施するプログラムのあり方について検討した。
