１．アンケート調査：難病法による指定難病338疾患のうち、患者会を組織しホームページ等で会について公開しており、連絡可能な患者会の代表を対象に、事前にアンケート調査を実施した。会の希望により郵送又はwebによる調査とした。132団体に配布し65団体から回答が得られた。調査内容は、会員の被災時の困りごと、患者会の災害対策に対しての考え、患者会としての災害対策の実施状況とした。１）患者会として会員に向けて災害支援することについては「できるだけする」27.7％「できればする方がよい」27.7％、「会としてするには無理がある」40.0％と回答していた。２）患者会として実施できることとして、実施できる・実施した、または準備が整いつつあると回答した者の最も多かった項目は、③励まし・心の支えとなる73.8%で、次いで④情報発信、②会員の安否確認、⑥関係機関等との学習会・シンポジウム等の開催⑨患者会としてできる対策について検討し話し合う、であった。少ない項目は①物資を届ける24.6%、⑤避難訓練の実施6.2％であった。２．インタビュー調査：アンケート調査と同時にインタビュー協力意向調査を行い、承諾の得られた患者会21団体の代表に「患者会として災害対策を行うこと、実施していること、困りごと等について実施した。アンケートから患者会として災害支援をすることには無理があるという回答が40%あったが、患者会の役割として、安否確認、励ましなど患者同士の支え合いや、患者自身の災害対策準備を会員に喚起すること具体的なアイデアを伝えること、関係機関と協力して周囲の理解や環境整備などにかかわり患者支援をするなど実施している団体もあった。患者会にできることには限界があるが、其々の疾病の特徴をふまえた具体的な災害対策を伝えられるのは患者自身であり、患者会が果たせる役割を明確にし、広く伝えることが重要である。
