本研究は、アジア諸国（日本、韓国、シンガポール、香港）における高齢者ケアをこれまでの日・韓比較研究から得られた「制度の持続可能性」ということに焦点を当てて比較分析し、シンガポール・香港の「ageing in community」の経験を学び、日・韓にて実現可能なものとして発展させる方法を探ることに目的がある。その際に、コミュニティを次善の策として取らず、高齢者ケアにおいてコミュニティが核心的な担い手として役割する方法を探る。本研究の課題は大きく四つ挙げられる。第１に、コミュニティと関連する用語の概念を明確にする。　第２に、4か国（日本、韓国、シンガポール、香港）における諸高齢者ケア政策・制度を主にフォーマルとインフォマールサービスに分け検討する。第３に、各国の制度の異同が明らかになった上で、４か国の比較研究の枠を類型化する。第４に、コミュニティの実践活動についての実証的に検討する。これらの点を踏まえ、本研究では日韓だけでなく、アジアの多国間分析を通じて、それらの国・地域の類似性と異質性を明らかにする。制度の持続可能性の問題をageing in communityの視点に着目するこのアプローチは、先行国（イギリス）と東アジアの諸国とのあいだの比較だけでなく、東南アジア域内の多様性をも探ることになる。以上の研究課題を達成することによって、従来の比較福祉研究の偏狭性を是正するとともに、西欧と東アジア及び東南アジアの経験を同時に捕捉しうる新しいアプローチの開発を目指す。

Third, the system of each country is the same as that of the national system, and the other is the same as that of the national system. The fourth part is about the activities of the people who are in charge of the war. In this study, we will conduct a daily survey, conduct a multi-country analysis program, and compare the regional similarity of different countries to that of other countries. The system holds the question of possibility. Ageing in community points are focused on the following issues: countries that go first, countries that do not want to know, countries that do not want to know, countries that do not have a chance to do so, and countries that do not have a chance to do so. The results of the above research projects show that there are significant differences in welfare research, Western Europe and southern Europe. At the same time, we will also be able to capture new information.
