本年度も、ロシアのウクライナ侵攻の継続により国境を超えたフィールド調査を遂行できない状況は続いたが、研究基盤の強化、文献調査、関連フォーラムへの参加による情報・資料収集、専門家（研究者、実務家）との意見交換等により、一定の成果を得た。第1に、渡り鳥の保全に関して、自然科学系の学会（日本鳥学会：11月3～6日・網走市）に参加し、日露間の渡り鳥の生態や保全の現状と課題につき、専門家と学際的な意見交換を行い、人的ネットワークを構築した。オホーツク海の海鳥を含む海洋生態系保全に関するシンポジウムや、風力発電施設の影響等に関する研究集会にも出席し、知見を得た。第2に、日露間の生物資源の保全協力の文脈で重要な漁業分野に関して、文献調査と共に、その実践も含め行政実務担当者（水産庁）に話を聴いた（3月）。また、日露両国が加盟する北太平洋公海漁業委員会（NPFC）の年次会合にオブザーバーとして出席し、漁業交渉の実態を参与観察し、関係者（行政実務担当者、業界団体関係者、関連NGO）と意見交換も行った（3月17～24日・札幌市）。以上を踏まえ、論考をまとめた。第3に、とりわけ日露双方にとり重要なサケ・マス漁業について、水産科学や漁業ガバナンスの専門家から成る国内の勉強会に参加し（2回）、最新の動向を踏まえ、多角的に意見交換を行った。また、国際サケ年の国際シンポジウム（10月・バンクーバー）に出席し、多くの知見を得て、国内外の専門家とネットワークも構築した。加えて、北海道東部沿岸のサケ類資源管理に関して、水産科学者のフィールド調査に同行し、自治体でヒヤリングを行い、理解を深めた（9月、10月）。最後に、越境環境協力を支える越境環境影響評価に関する国際法の発展動向に照らした日本の課題について、日露間の天然共有資源の保全も視野に入れて再整理し、学会で発表し、共著書と単著ペーパーを刊行した。
