ケイパビリティアプローチの理論化を阻む主たる理由は、次に例示する方法的難問にあった。〈1〉潜在能力の比較評価が結局のところ、本人の主観的評価に依存するなら、効用概念と同様に個人間比較不可能性問題を逃れえない。〈2〉観察されるのは選択（達成）点であって、潜在能力自体は観察されないので、推定の頑健性はおろか、実在性すら疑われる。〈3〉何が個人の潜在能力を構成する重要な機能リストかは文脈依存的であり、一般・普遍的に定めることはできないとしたら、国際比較は不可能となる。本研究の目的は、ケイパビリティ・アプローチが直面する方法的難問にトランスディシプリナル（異分野越境的）な協同研究の視点から取り組むことにある.本年度は次の3つの課題に取り組んだ。第一に、主観と客観、個別と一般、特殊・普遍といった二分法を乗り越え、個人の公共的判断と選択の自由を尊重しながら、本人の潜在能力（ケイパビリティ）の不足の補填を要請する分配ルール（＜公共的互恵性システム＞）を構想すること。第二に、公共的互恵性システムへの合意形成手続き（＜グループ基底的合意形成＞）を理論的に定式化すること。第三に、それを福祉医療政策学的な臨床的調査、ならびに、市民工学的なプログラミングをもって理論の実装を図り、もたらされた結果の現実的な性能に関して、脳情報科学と比較実証経済学のスキルをもって検証すること。本年度の成果は、第一に、実現されたwell-beingではなく、well-beingの機会集合そのものに接近する方法を定式化し得たこと、第二に、機会集合に接近することの哲学的意味をあきらかにし得たことにある。これにより、経済学の伝統的な効用・所得アプローチに代わる新たな経済学理論として、潜在能力アプローチを提示することができたこと、それを基に新たな正義理論を構想することができた点にある。
