本研究は、個々の経済主体に権限を移譲しつつ、主体間の連携を強めてアツフサイジングを実現するためのメカニズムを解明し、より善い政策フレームワークを構想することを目的としている。「分権的な産業労働政策の経済効果」と「ICT(情報通信投術)を利活用した制度設計」に焦点をおく点に、本研究の独自牲がある。平成17年度は「地方自治体の内発的発展促進意欲が地域雇用に与える影響」について実証分析を行い、少なくとも分析時点における行政情報化の雇用創出動果は、国の集権的な施策に基づく公的支出に困っていることを明らかにした。そこで平成18年度は「電子行政」に焦点を当て、行政情報化政策を経済成果に結びつける経路め解明を目的として研究を実施した。その結果、よりアウトカム志向の政策運営を行うことによって費用対効果を高める必要性は大きいが、ただし経済効果を過度に強調するのではなく、多元的な公益を総合的・横断的に測定・評価することが重要であるという結論に至った。そこで平成19年度は、まず、サービス科学と政策科学の知見を取り入れて電子行政の測定・評価フレームワークに関する考察を深め、次に、この測定・評価フレームワークを応用して、地域密着型の分権的支援を広域レベルで実現する必要がある政策課題に対して、ICTを利活用して最適なコーディネーションを実現するための方策について考察した。具体的には、障害者就労支援において、広域圏で教育・雇用・福祉の連携を促し、かつ、カスタマイズ就業のような顧客目線のアウトカムを追求するための分析を行った。その結果、本研究において高度化した測定・評価フレームワークとSOAベーすのICT基盤は、分権化時代において主体間の連携を強めてマクロの次元でアップサイジングを実現するための有力なツールになりうることが示唆された。

The results of this study are as follows: (1) The measurement of high degree of polarization,(2) Evaluation of the interaction between ICT substrates, and (3) Analysis of the interaction between ICT substrates in the era of polarization.
