项目摘要

本研究は、国連の「気候変動に関する政府間パネル（IPCC）」を事例に、異なる社会背景における気候変動の科学的助言の政治作用の違いを明らかにすることを目的とする。ただ、当初想定していた研究計画からIPCCをめぐる環境がめまぐるしく変わっているため、昨年度からは研究方策を変更し、パリ協定の下での新しい政治環境下におけるIPCCの新たな役割についての理論的な検討を行うことにした。具体的には、現在IPCCの科学アセスメントにおける気候工学（ジオエンジニアリング）の扱い方、フレーミングに着目し、気候工学をめぐる科学と政治の関係についての検討を進めた。気候工学は主に「二酸化炭素除去（Carbon Dioxide Removal、CDR）」と「太陽放射管理（Solar Radiation Management、SRM）」の二つに大別されているものの、CDRとSRMの扱いについては専門家内で多くの議論がある。本年度は特に、気候変動政策におけるCDRとSRMの位置づけについてIPCCや専門家の間での議論を批判的に検証した。本研究の実施にあたっては、IPCCおよび気候工学の科学技術社会論分野の世界的な権威であるMike Hulme・ケンブリッジ大学地理学部教授の下に在外研究として赴き、同氏の指導を仰ぎながら研究を遂行した。上記の研究実施内容の成果として、国際的な英文学術雑誌のNature Climate Change、Climate Policy、The Anthropocene Reviewに計三本の査読付き論文を発表した。また、人文地理学の著名な国際学会である英国地理学会（Royal Geographical Society）で口頭発表を行った。さらに、関連する内容で、英文学術雑誌Environmental Communicationに査読付き論文を発表した。

This study aims to clarify the role of climate change in intergovernmental communication (IPCC) in the case of climate change, social background, and political support. The original research plan was developed under the IPCC's new political environment, and the IPCC's new theory was discussed last year. The concrete research on the relationship between science and politics of IPCC and climate engineering is carried out. Climate engineering is mainly concerned with "Carbon Dioxide Removal (CDR)" and "Solar Radiation Management (SRM)". This year's review of the position of CDR and SRM in response to special and timely changes in policy has been critical of the IPCC's ongoing discussions. This research was conducted under the guidance of Mike Hulme, Professor of Geography at the University of California, Berkeley, and Professor of Science, Technology, and Society of Climate Engineering. The results of the research and implementation mentioned above are presented in three papers published in the international English academic journals Nature Climate Change, Climate Policy and The Anthropocene Review.
