项目摘要

本研究は、1、日本の気候変動問題の政策決定過程において、政策決定者とメディアがどのような相互関係にあるか、また、メディア報道が気候変動政策の意思決定にどのような影響を及ぼしているか、2、今後のメディア報道を含めたより効果的な気候変動問題のコミュニケーションを促進するための課題を抽出することを研究目的とした。この研究目的を達成するための研究実施計画として、本研究では、次の3つの事例においてメディア報道の分析を行った : (1)国連気候変動枠組み条約締約国会議(COP)における国際交渉、(2)国内排出量取引制度の政策過程、(3)炭素回収・貯留(Carbon Capture and Storage : CCS)技術の研究開発及び政策過程、である。(1)のCOPの事例では、朝日新聞・読売新聞・毎日新聞の三大紙において、1997年のCOP3と2009年のCOP15の二つの重要な会議の報道内容がどのように異なるのかの分析を行った。三大紙の報道は、COP3とCOPl5の双方においてCOP交渉における各国政府間の対立を強調する一方で、緩和策に対する各国の責任に関しては、COP3では先進国の責任が強調されていたのに対してCOP15では途上国とりわけ中国の責任がより強調されるという違いが明らかになった。これらの分析結果は、国際学会での口頭発表として発表済みであり、現在、査読付き論文を作成中である。(2)の排出量取引制度の事例では、1997年～2010年までの朝日新聞・読売新聞・毎日新聞の三大紙の新聞記事1972件を包括的に分析し、メディア報道の内容が時代変化による政治的・社会的な文脈の変化にあわせて変化していることを明らかにした。この研究成果は、和文査読誌「環境経済・政策研究」に論文を投稿し、採録が受理された。また、(3)のCCSの事例では、1990年～2010年までの朝日新聞・読売新聞・毎日新聞の三大紙の新聞記事327件を包括的に分析し、メディア報道がCCSの技術開発・政策導入を非常に肯定的に描いていること、さらに、日本政府によるCCS政策を正当化する内容になっていることを明らかにした。この研究成果は、和文査読誌「社会技術研究論文集」に論文を投稿し、採録が受理された。
