项目摘要

本研究の目的は、移民・難民を包摂する教育実践の現状とその効果について、移民・難民が多いウガンダ北部西ナイル地方の難民居住地外の都市部で行われている中等教育を事例に、(1)移民・難民生徒の包摂に関わる教育実践や地域社会の取り組み、(2)既存の教育実践や地域社会の取り組みの中で移民・難民・受入国民の生徒が持つ関わり、(3)受入国民生徒の非認知能力に既存の教育実践や地域社会の取り組みが及ぼす影響の3点の検証を行うことである。当初の研究実施計画では、当該年度（2年目）は現地調査を行い、ウガンダ北部西ナイル地方の学校での質的調査と実験的研究デザインによる調査の準備、さらには介入前のデータ収集を行うとしていた。2022年9月に1週間程度の現地調査が実現し、コロナ禍によりウガンダで学校閉鎖が想定以上に続いたこと、初年度の調査が困難だった状況を踏まえた研究調査方法の変更について、マケレレ大学の研究協力者と会合を行った。また、教育スポーツ省を訪問し、北部西ナイル地方の難民居住地・受入地域の学校レベルデータや、関係する最新の政策関連文書、報告書の収集を行った。さらに、利用可能な2次データを用い、研究テーマと関連した量的分析も行った。この中では、ウガンダ統計局が世界銀行と共同で難民と受入地域住民を対象に行った家計調査データを新たに入手し、難民の受入国への包摂に教育が及ぼす影響について検証する量的分析を開始している。ウガンダはコロナ禍に世界的にみても非常に長い期間学校を閉鎖した状況を踏まえ、初年度から、高頻度電話調査のデータを用いて行っていた量的分析も、継続した。本分析からは、長期化した学校閉鎖中に子どもが家庭で学習に従事していたかの規定要因として、親や保護者の関与が大きかったことが明らかとなった。本成果の一部は、国際学会で口頭発表し、執筆した国際共著論文は査読付き海外学術誌に投稿中である。

The original research implementation plan is based on the on-site investigation conducted in the current year (2 years), the qualitative investigation conducted in the northern part of the country, the preparation of the investigation conducted in the field, and the investigation conducted before the intervention. This is the first time that we've had a chance to study the relationship.
