项目摘要

社会基盤分野での公共的な意思決定においては、具体的な選択肢の是非についてのみならず、考慮すべき基準（公平性と効率性、安全性と価格等）のレベルでもステークホルダー間で意見が対立し、結果として意思決定が難航するという事態がしばしば見られる。そこで本研究は、基準に関する選好や意見を合理的に集約して意思決定を支援するための規範的手法の構築を目的としている。基準レベルでの意思決定を考える場合には、どの基準同士であれば両立可能であるかといった、基準間の論理的関係を考慮に入れる必要がある。そうした分析を体系的に行うため、本研究では類似したモデルであるSocial Ranking Solutionの理論に着目して、前年度から継続して分析を進めている。本年度は、前年度から予定していた通り、本モデルにおける基本的な意思決定手法（CP多数決　等）をいくつか取り上げて、その公理的特徴等を分析した。得られた成果は、いくつかの学術雑誌に投稿中である。こうした基本手法の有効性や特性を把握できたことによって、次年度以降に想定している不確実性を取り扱うモデルへの発展の足がかりが得られたと考えている。また今年度は、基準に関する選好が形成される過程についても新たに着目し、メタ決定理論を用いた分析を行った。具体的には、囚人のジレンマ等のゲームにおいて、協力行動やそれを促す行動基準が選択されるメタ的な推論過程を分析し、得られた知見の研究発表を行った。
