项目摘要

私は本年度、主に二つのテーマに取り組んだ。一点目は前年度に見出していた遡行の収束と呼ぶ現象についてである。社会的選択理論の分野では従来民主的な手続き選択の方法として自己言及性や自己選択性といった概念が提唱されていたが、それらを満たす決め方（の組）の設計には数々の不可能性が知られていた。一方で私は前年度の研究で、大規模社会においてスコアリングルールと呼ばれるルール3つないし4つのうちでの手続き選択を考える場合には、遡っていく過程で最終判断が一致し、それゆえそれ以上遡る必要がなくなる状況（遡行の収束）が比較的頻繁に生じることを見出していた。そこで本年度は、そうした遡行の収束を必ず、あるいはより高い確率で引き起こすことができるような自明でないルール組の存在可能性を探った。主要な結果として、常に収束するルール組の存在や、既存のルール組を拡大することで大規模社会での漸近的な収束性を担保できる例・方法論を示した。二点目は、集団内の代表者の選出である。社会基盤整備における将来世代との調整あるいは膨大な利害関与者の特定など、意思決定者（集団）自体を選出する必要がある場面は多数ある。各投票者が候補者でもあるそうした状況では、自らが当選するために特殊な戦略的投票が行われる可能性が考えられる。そうした誘因を引き起こさないという性質（Impartiality）を満たすルールの設計可能性が先行研究で分析されてきたが、数々の不可能性が知られている。そこで本研究では、票の形式あるいは代表者数を変更した際の結果を分析し、不可能性を緩和する条件を見出した。以上の成果は各々国際学会で報告済であり、国際学会における賞等の形で評価されている。その後できつつある更なる成果を含めて、現在は学術誌への投稿準備中である。
