本研究の目的は、日本の産業観光活性化方策を“公共主導”と“民間主導”の両観点から提示することにある。本研究は、3つの段階から構成される。第1段階は、“公共主導”の産業観光から見出した活性化方策の体系化である。既に筆者は、ドイツ・ルール地域「産業文化の道」の分析を通じて、(1)基礎的データを考慮したマーケティングの実施、(2)多様な組織による持続可能なマネジメントの実施、という2つの知見を見出している。このことについて、2021年度、筆者は「産業観光活性化方策の提案 －ドイツ・ルール地域の事例分析から－」（『日本地域政策研究』第27号、pp.90-97、2021年9月）にまとめた。第2段階は、“民間主導”の産業観光の分析を通じた成功要因の抽出である。ドイツ・アウトシュタットの分析を通じて、(3)企業による小売部門と連携したマーケティング、(4)産業観光を軸とした地域の魅力向上、という2つの知見を抽出する。2023年度、この第2段階に着手する。第3段階は、“公共主導”と“民間主導”の成功要因の融合に基づく日本の産業観光活性化方策の検討である。名古屋・中京地域に着目して、産業観光施設利用者へのアンケート調査結果に基づき、上述の(1)～(4)の意義を明らかにする。このことについて、2022年度、既に筆者は“Measures to Revitalize Industrial Tourism in the Nagoya and Chukyo Areas of Japan Using Structural Equation Modeling,”（Proceedings of the 9th International Conference on Hospitality and Tourism Management, Vol.7, Issue.1, pp.1-12.）にまとめた。

The purpose of this study is to prompt the development of Japanese industrial light activation strategies from "public-led" to "private-led". This study is composed of three stages. The first step is to systematize the "public-led" industry. The author analyzes the "industrial culture" in different regions,(1) the implementation of the basic design considerations,(2) the implementation of the multi-dimensional organization, and (3) the knowledge of the development of the multi-dimensional organization. In 2021, the author wrote "Proposals for Industrial Light Activation Strategies-Case Analysis of Regions"("Japan Regional Policy Research" No. 27, pp. 90 -97, September 2021). The second step is to analyze the light of the industry dominated by the people. (3) Small business units and business connections;(4) Industrial light;(5) Regional charm;(6) Knowledge extraction. 2023, the second phase of the project. In the third stage, the integration of "public-led" and "people-led" success factors is the basis for the discussion of Japan's industrial light activation strategy. Nagoya and Nakagyo regions are the focus of the survey, and the significance of the above (1) to (4) is explained. "Measures to Revitalize Industrial Tourism in the Nagoya and Chukyo Areas of Japan Using Structural Equation Modeling," Proceedings of the 9th International Conference on Hospitality and Tourism Management, Vol.7, Issue.1, pp. 1 -12.にまとめた。
