本研究は日本の上下水道産業にて官民連携を推進していくにあたり、それが経営の効率化や料金にどのような影響を与えるかを実証研究するものである。今年度は在外研究制度を利用し、米国のカリフォルニア大学アーバイン校で研究を実施した。当初はイギリスやヨーロッパなどでの在外研究を行い、再公営化が起こっている現地でのヒアリングを実施する計画であったが、コロナ禍で受け入れ先を見つけることが困難であり、米国での在外研究となった。しかし、現地の水道会社のセミナーに参加するなど、カリフォルニアの水道事業の知見を広げることが出来た。また、フランスの既存研究を中心に昨年度行った文献調査も引き続き行い、例えばイギリスでも民間企業が19世紀に水道事業を開始し、そのネットワーク構築には民間企業が重要な役割を担ったが、その後急速に公営企業に転換していったことがわかった。しかし、その後やや遅れて水道事業が開始されたドイツではイギリスの技術輸入を中心に、公営企業がそのネットワーク構築を担っている。一方、昨年度関連トピックとして研究対象を広げてきた再公営化に関しても、早い時期のイギリスやフランスだけでなく、南米でも多くの再公営化の事例があることがわかった。再公営化については民間事業者とのフランチャイズ契約の契約更新時における選択のひとつとして考えられることが可能であり、その選択は、既存民間企業の機会主義的行動を制御できるか否かに関連するようである。日本の水道事業は元来小さな自治体が主体となって担ってきているため、日本が官民連携を推進するにあたって参考にすべき研究結果であると考える。また水道事業の実施主体の広域化についても考えていくべきであると思われる。
