项目摘要

令和4年度は、群馬県・埼玉県・茨城県の明治～大正時代の行政文書を中心に、各地で発生した水害とそれに対する対応について調査を実施した。あわせて、各地域に残されている災害を現在に伝える資料（歴史資料、石造物、絵馬等）についても文献資料等を用いて資料調査を実施し、今後、調査を実施するべき資料候補のリストアップも実施した。さらに埼玉県加須市（旧北川辺町域）では、地形（河道や土地の高低、居住地や耕作地等）や、河川管理関係施設（揚排水機場等）の位置や、ハザードマップ上の情報を把握したうえで、現地での調査も行い、各資料との関係性について明らかにしようと試みた。ただし、今年度の調査では、近現代における大規模な河川改修工事によって、かつて水害常襲地とされた地域の地形は大きく変化していることを再確認する結果となった。現在は、地域住民への聞き取り調査も実施したが、過去に比べると水害の発生回数も抑えられ、現代においては目に見えた生活レベルでの水害への備えは失われつつある現状があった。そうした状況を踏まえると、むしろ河川改修工事になかなか着手されず、長く住民によって水害対策を行ってきた時期が長い地域や、大河川の支川流域のほうが、水害対応のための知恵や工夫と、河川行政との共存や葛藤がより鮮明に残っている可能性が考えられた。そうした観点から、令和4年度は、利根川流域との比較のため近隣河川にも視野を広げ、利根川流域の状況と比較できるるような地域の選定も行った。
