2022年度は、①東アジアにおける経済統合と国際秩序の形成に関する既存文献の収集・整理・分析、②主に国内政策関係者のヒアリングによるヒストリーの立体的形成の作業を並行的に進めた。第一の既存文献については、通商産業省（以下、通産省）刊行の『通商白書』から1990年代日本の対外経済政策のスタンスを読み取り、「産業協力」という特殊用語に着目してその変遷を追った。これにより、「産業協力」自体は日本とヨーロッパ共同体との貿易摩擦に起因して提起されたものであるが、東アジア（特にアセアン）で工業化を推進するための人材協力や裾野産業支援などに意味と役割が変わったのではないかと推論を得た。また、通産省刊行『ASEAN産業高度化ビジョン』（1995）を見ることにより、ASEAN対外経済政策についての通産省の公式見解を整理した。この過程において、戦前日本のアジア政策構想との比較も行った。第二に、政策関係者の認識の背景や既存文献で提示されたこととの差異を分析するために、1990年代の通産省で東アジアの国際産業政策を担当した政策担当者、通産省の審議会等に参加した学識経験者、関係する特殊法人の実務担当者のヒアリングを行った。ヒアリングから暫定的に明らかになったことは、日本からアセアンに進出した民間企業の活動をさらに後押しすべく、日本側が日アセアン経済大臣会合やCLM産業協力ワーキンググループ等の場を通じて積極的に域内産業の最適配置を推進しようと試みたことであった。この試みはアジア通貨危機によって大きく修正を迫られることになるが、その後のFTAを通じた日本を含む地域経済統合構想にいかに引き継がれたのかという新たな検証すべき仮説が生み出された。その他、インドネシアへの出張の機会を得て、インドネシア国際戦略問題研究所の研究者等と議論を行い、インドネシアから見た日本の国際産業政策の評価を聴取した。
