本研究は20世紀初頭におけるトルコ公債問題及びバグダード問題との統一的把握を通してヨーロッパ帝国主義のトルコ支配の特質を析出することを目的とし、本年度は公債投資を主導するフランス資本と鉄道投資を牽引するドイツ資本との動態的相互関連を把握することを課題とした。この課題のもと本年度は内外の関連資料の収集作業を進めつつ学術雑誌への論文投稿を行い、従来の研究では看過されてきた以下の知見を得ることができた。1.19世紀末に開始されるドイツのトルコ鉄道事業は、まずその投下資本の調達に関しては、トルコ新規投資における勢力範囲の確定と相互参加の承認とを基底としたフランス資本との金融協調関係によって、単に狭隘な国内市場のみならずヨーロッパ最大の資本源泉であるパリ市場に依存することが可能となった。2.ドイツのトルコ鉄道事業は、またその投下資本の保全に関しては、トルコ新規投資の主体におけるイギリスからフランス・ドイツへの移行に対応した、オスマン公債管理局の主要業務におけるイギリス債権者向け未払債権回収から仏独資本向け新規投資保証への転換によって、トルコ財政収奪を伴う政府保証制度に依存することが可能となった。3.バグダード鉄道計画もまたこのような資本輸出過程・投資保全過程の両面におけるフランス・ドイツ資本の協調関係を前提として、一方では1899年金融協定で確認されたフランス資本との協調関係に、他方では1902年路線協定で承認された政府保証制度に、それぞれ立脚して展開されることとなった。以上の点に、本来資本輸出能力において構造的脆弱性を内包するドイツ金融資本がトルコ市場進出を遂行しえた要因の一端と、この問題が単なるドイツ海外投資の枠組にとどまらず国際金融の領域へと展開する根拠とを、明らかとすることができた。
