1 介護保険担当部署に配属されている保健婦・士の活動の現況調査千葉県内の、介護保険担当部所に配属されている市町村保健婦3名に面接調査を実施した。調査内容は、保健婦・士が担っている役割、業務内容、保健婦・士として意識的に取り組んでいること等である。具体的に保健婦・士が担っている役割は、1)介護保険認定に関すること2)窓口での相談問い合わせ申請への対応3)介護保険給付に関すること4)保健福祉事業に関すること5)他部署との連携6)介護予防への取り組み7)介護保険事業計画・老人保健福祉計画への反映に集約できた。特に、意識していることとして、(1)サービスを必要とする住民が申請につながる体制づくり(2)公平で正確な調査の実施(3)認定審査会における正確な診査の実施(4)利用者が自分で事業者を選択し契約することができるような援助(5)サービスの質のチェック、評価が確認できた。2 保健所保健婦の介護保険制度定着に向けた活動調査千葉県内の保健所保健婦2名に対して面接調査を実施した。調査内容は、保健所保健婦が実施した、市町村の介護保険制度定着に向けた活動内容と、その活動における保健婦の重視した内容と行動である。保健所保健婦は、特定疾患患者の在宅療養支援を切り口に、これらの患者の介護保険利用状況を調べ、必要な支援を実施していく中で、市町村の介護保健担当保健婦や介護支援専門員と連携を取り、共に制度の問題点を検討しあったり、活動上の課題の解決を助けたりといった活動をしていることが分かった。3 介護保険制度に関わる資料収集制度発足以来の制度内容の変遷や、サービス利用者側・提供者側の様々な反応や抱える課題について伝える資料などの収集を行った。
