情報公開に焦点を当て、大学職員のもつノウハウを活かして、大学情報をどのような定義(算出方法)で収集・共有すべきかを検証するとともに、集積され発信された大学情報を大学の職員組織の改善に活用する方法を模索することで、情報公開を大学の改善活動(IR)に資することを目的とする。【研究方法】①文献調査 : 国内外における大学の数値情報の定義について、国外は文献や各種ランキング、国内は各媒体からのアンケート等をもとに調査(2015年7月～10月)。②国内インタビュー調査 : 国内大学2校(IR関連部署)に対して、学内での情報収集・蓄積、学外への発信、意思決定への活用等関連業務に関する調査(2015年10月～11月)。③アンケート調査 : 全国の私立大学(大学院大学を除く)のIR担当部署の担当者に対して、郵送により調査(2016年2月～3月。配付数 : 582, 回答数 : 201, 回答率 : 34.5%)。【研究結果】英国では大学の基礎的な情報がHESA(英国高等教育統計局)を通じて学外に提供されており、1つの定義に則った情報が活用されるため、標準的・統一的な大学情報を利用することができる。また各大学も統一的な指標をもって自らの立ち位置を比較し、戦略を立てることができる。これに対して日本では各種媒体が個々の大学に調査を行うため、調査ごとに定義が異なり、各大学や対応部署の判断によって左右される可能性がある。そのためステークホルダーのみならず、大学内で情報を活用する際に、定義の異なる情報を利用してしまう危険性がある。今後は、各大学内で共有する情報のみならず、各大学の提供する情報の定義を統一化する必要があり、情報を学内外に対して戦略的に活用する方策が求められる。そのためには、様々なデータ処理がある中で、各部署が効率的に正確な情報を集約し取りまとめて集積し、部署間で連携するしくみづくりが必要である。
