项目摘要

1 研究の目的「シティズンシップ教育で養成する『政治的リテラシー』のパフォーマンス評価研究(平成26年度奨励研究)」で導き出した「政治的リテラシー」の「スキルⅰ～ⅳ」に基づきルーブリックを作成して、「型」の指導を行った意見文をパフォーマンス評価し「政治的リテラシー」の育ちを考察することである。2 研究の方法はじめに「政治的リテラシー」を育成する時事問題の授業を行う。今年度は、第一実践「電力の未来を考えよう」、第二実践「川内原子力発電所の再稼働について考えよう」の二単元を行った。次に、第一実践のパフォーマンス評価で特徴的な意見文の類型を導き出し、同時に、評価者間の評価に隔たりが生じた場合には、その理由を協議し、「政治的リテラシー」の育成の様子に考察を加えた。次に、第二実践でもパフォーマンス評価を行った。第一実践で導かれた類型で特徴的な子どもたちが、第二実践において、どのよう類型の意見文を書いたのか、第一実践と第二実践の意見文の変化を考察した。以上の考察から得られた、子どもたちの「政治的リテラシー」の育ちを測るためのルーブリック作成上の留意点について提言する。3 研究の成果子どもたちの「政治的リテラシー」の意見文の書き方には、三つの類型があることが分かった。どの型で書いても政治的リテラシーの涵養度合いは評価できる(約7割の子どもが4つの規準において基準3・4を獲得できた)ことも分かった。しかし、教員のルーブリックの解釈の仕方によって、評価が大きく異なる場合があった。事例で説明する。抽出対象児童は、第一・二実践時ともに「型」通りに書かず、「型」が要求した規準や項目をまとめて書くタイプで、第一実践では規準ⅰ～ⅳが全て基準4だったが、第二実践時には、自分の主張を明瞭に記述できなかった。評価者Aは、規準ⅱに基準2を与えた。意見文のはじめと終わりで意見が異なり、迷いのある文章と読めたからだ。評価者Bは、規準ⅱに基準4を与えた。原発の再稼働について、抽出対象児は、それまでの再稼働賛成という自説に固執せず、新情報を取り入れ考えを更新する思慮深さが読み取れたからだ。協議の結果、規準ⅱは基準2と低評価になった。今回の考察を経て今後、ルーブリックの記述語を増やし、パフォーマンスの質を水平的に把握し、学びの多様性をとらえるようにしていくことが課題であることが分かった。ルーブリックの記述語の解釈の仕方の異なりを乗り越えるためには、教員相互のモデレーションを充実させ、ルーブリックの妥当性が高まる方策をとる必要がある。
