项目摘要

本研究は、平成26年度科学研究費(奨励研究)課題番号 : 26912004「児童養護施設を対象とした施設内暴力の実態把握とその抑止策への展開」を発展的に継続するものである。研究目的は前年度に引き続き、施設内暴力を抑止するための方策を見出すこととした。研究計画当初は、平成26年度の調査研究結果報告と同時に児童養護施設職員への聞き取り調査を行うことを計画していた。しかし、児童自立支援施設を対象とした質問紙調査の準備に時間がかかり、十分な聞き取り調査ができなかった。児童自立支援施設を対象とした質問紙調査は、平成26年度に行った調査研究と同様に全施設を対象とした。全国58か所の児童自立支援施設を対象に、施設内暴力に関する質問紙調査を行った。一施設あたり、施設長1名、入職5年以上の職員8名、入職4年未満(3年目まで)の職員8名、合計17名に質問紙を配布した。なお、調査協力の可否および施設内における調査用紙の配布に関しては、施設長に判断を委ねた。調査協力者は340名(回収率 : 34.7%)であった。なお、階層別の調査協力者は、施設長34名(回収率 : 58.6%)、5年目以上の職員156名(33.6%)、3年目までの職員150名(32.3%)であった。児童養護施設、児童自立支援施設は施設の種類、設置目的が異なることから単純比較をすることはできないが、回答傾向にそれぞれの特徴が見られたことは大変興味深い。本研究の調査集計は、研究期間の終了間際まで時間を要した。そのため、中間報告を含めて、まだ研究報告ができていない状況である。本研究の成果については、第64回(2016年度)日本社会福祉学会にて口頭発表することを予定している。2年間にわたる調査研究の成果の一つとして、司法面接の技術を児童福祉施設に導入することを提言したい。施設内暴力の減少を目指すには、暴力の背景や原因を探るのではなく、実際の出来事を正確に聞き取ることから始めることが必要である。社会福祉の相談援助は、援助者が利用者の自己決定を促す援助技術がベースであり、客観的事実を聞き取るためには、課題解決を目指す社会福祉援助技術は不相応である。そのためにも、司法面接の技術を児童福祉施設の現場実践に応用すると、非常に有効であると考える。この提言を実行すべく研究計画として熟成させて、早い段階で研究活動を開始したい。

This study was conducted in response to the 26th Annual Scientific Research Grant (Research Grant) Project No.: 26912004,"Control of Violence in Child Care Facilities and Development of Control Strategies". The purpose of this study is to introduce and implement measures to curb violence in the past year. The research plan is based on the results of the 2006 Heisei survey and the results of the survey conducted by the child care facility staff.
