项目摘要

本研究は、全国の児童養護施設内で発生していると推測される、施設内暴力の実態を把握し、可視化することを目的とした。ここであえて「発生していると推測される」という言い方を用いるかといえば、施設内暴力に関する客観的な情報が不足している状況にあるからだ。特に子どもが主体となる暴力の現状は明らかにされてこなかった。先行研究では、地域を限定した施設内虐待や施設内暴力に関する調査研究は見られるものの、全国規模の調査研究はほぼ未開拓の状況にあったに等しい。なかでも、施設職員が被害者となるケースに焦点をあてて、児童養護施設内で発生している暴力を広範囲に調査したのは、本研究が初めてだと認識している。このような状況を打開するため、全国の児童養護施設600施設(平成26年8月現在)を対象質問紙調査を実施した。調査協力者は878名(回収率 : 29.3%)であった。質問紙は、施設長、入職5年目以上の職員、入職3年目までの職員に分けて用意し、共通する質問項目と階層別の質問項目を設けた。質問紙調査では、以下の内容を獲得することを目的とした。1. 施設職員から入所児童への虐待について、2. 入所児童から施設職員への暴力について、3. 入所児童の保護者等から施設職員への暴力について、4. 保護処分としての児童養護施設送致について本研究により、児童養護施設内に児童から施設職員への暴力が存在していることが数値により可視化された。また、その態様についても概要ではあるが掴むことができた。施設内暴力の発生件数を多いとみるか少ないとみるかについては、様々な見解があるだろう。しかし、数の多い少ない、暴力が向かう先やその原因ではなく、少なからず児童養護施設内に暴力が存在していること自体に疑問を呈さなければならない。本調査研究で十分に検討できていない内容に関しては、次年度以降の課題として引き続き取り組んでいく予定にしている。
