教授会の諮問的役割を明文化した平成27年4月の学校教育法改正は, 大学組織における上意下達型のガバナンスに決定的ともいえる法的正当性を付与したが, 国立大学法人化に淵源を有するこれら一連の改革は, 集権化が大学組織の経営効率を高めるという「前提」に依拠しているに過ぎず, 確たる裏付けがなされている訳ではない。「産業企業とは異なる組織特性を有する大学において, 組織構造の集権化は大学経営の質を高め得るのか」, 本研究は, かかる問題意識に基づき実施がなされたが, 研究の趣旨に照らし, 政策的誘導が相対的に生じにくい, 私立大学のみに限定した。従来, 私立大学における経営状態の規定要因を分析した先行研究では, 定員充足率や人件費比率が用いられてきたが, これら指標では, 本研究が目的とする「組織運営の効率性」を把握することはできない。そこで, 筆者は, 私立大学の財務データをもとに, DEAによる効率性分析とTobitモデルによる回帰分析を併用することで, 組織の運営効率に対する所有権構造の影響について実証的観点から検証を行うこととした。分析の結果, 組織構造は, 組織の運営効率に対して, 影響を及ぼしていないことが明らかとなった。逆に, 組織の運営効率に対して, 最も強い影響を及ぼしていたのは選抜性であり, わが国においては, 大学の威信による経路依存性が未だ根強く残っている状況が看取された。今後, 少子化が進行する中で, 大学の自助努力のみを期待する政策では, 多くの大学は自大学で統制不能な要因によって市場からの撤退を余儀なくされる可能性が高い。一方, かかる強い影響力を有する選抜性で統制してもなお, 柔軟性と革新性を志向するアドホクラシー文化が効率性に対して有意に正の影響を及ぼしていた事実は興味深く, この結果は, 米国における先行研究とも符合している。結果的に, 大学組織における中央集権的な所有権構造の有効性は否定されたといえる。
