本研究で明らかにすることができたのは、下記のことがらである。帝国公道会の地方公道会構想は1910年代半ばに構想されたが、構想実現のための個々の府県への具体的働きかけはなされず、高知県に対しても同様であった。高知県への巡回講演が実現するのは1919年秋のことであり、大江卓の16年ぶりの帰県という形で地方公道会構想の実現の契機が生じたのである。また、高知県においては主だった被差別部落において部落改善が長年すすめられてきたが、取り組みの行詰まりのなか、部落改善に尽力した指導者の多くは県単位での部落改善の取り組みや部落差別撤廃に向けた社会への働きかけを県当局に期待していた。県当局も内務省主催の細民部落改善協議会を受け、県として各地域での部落改善の動向の把握と県の部落改善施策の方針の浸透を図ることが求められており、そのためには各地域の部落改善指導者を巻き込んだ組織の必要性を実感していたのである。このような、大江、部落改善指導者、県当局三者の思惑の一致により、1919年10月の高知県公道会の結成となったのであるが、県当局は県組織の構成について独自のプランを有していたわけではなかったため、帝国公道会の地方公道会構想どおりに高知県公道会が誕生するのである。しかし、ビジョンを有していなかった県当局としては、高知県公道会に独自の活動を期待する予算的裏づけを積極的におこなおうとすることはなく、1921年度からの主事一名の配置にしてもただ単に職員を配置したにとどまる。なお、高知県公道会が帝国公道会の支部として機能することはなく、友好的関係は保持し続けるも、活動そのものが帝国公道会の動向に左右されることはなかった。ただ、水平社との関係で言えば、基本的には帝国公道会同様、高知県公道会も幹部養成講習会を開催するなど、水平社への対抗的位置関係にあったことは間違いなかった。
