项目摘要

1951～65年の日韓会談(日韓国交正常化交渉)について、漁業交渉を中心に、近年日韓両政府が公開した外交文書や、東京・ソウル・下関などで収集した資料の分析・検討を行った。また、日本の漁業者の証言も収集した。その結果次のような研究成果を上げることができた。まず、第15回東アジア近代史学会研究大会の歴史資料セッション「日本における公文書の保存問題-公文書の私蔵化が語る日本的公文書の残り方-」において、「公開された日韓会談の記録について」と題して報告した。この報告については「資料の解釈によって何等かの利益を得ようとする動きがあり、そのような政治的に生々しい資料に対して歴史研究者としてどのようなアプローチをしていくべきかという非常に重い問題提起がなされた」(『東アジア近代史学会会報』29)という評価を得た。次に、「李承晩ラインと日韓会談-日韓漁業交渉の妥結-」(『年報朝鮮學』13)である。この論文は日韓両国双方の外交文書を検討した点に特色があり、1960年代の日韓漁業交渉を対象としたこのような試みはこの論考がはじめてである。そして、平成21年度九州史学会朝鮮学部会での報告「李承晩ラインの解体」を大幅に加筆した論文「韓国の海洋認識-李承晩ライン問題を中心に-」を『韓国研究センター年報』11で発表した。この論考は、現在関心を集めている東アジアにおける海洋紛争(竹島問題・東シナ海をめぐる問題)にまで視野を広げて、日韓漁業問題を考察したものである。さらに、拙稿「日韓漁業問題と日本の朝鮮統治」を第二節とする論文「日韓漁業問題:多相的な解釈の枠組み」(山内康英氏との共同執筆)を収録した『歴史としての日韓国交正常化』が法政大学出版局より刊行される。以上の一連の研究により、漁業問題を中心とした日韓会談(日韓国交正常化交渉)の研究において、研究対象における空白の時期は1950年代後半のみとなった。

This discussion is now concerned about the East Sea dispute (Bamboo Island issue, East Sea issue). "Japan-South Korea Fisheries Issues and Japan's Governance of Korea," Section 2, Paper "Japan-South Korea Fisheries Issues: Multi-phase Solutions and Integration"(co-authored by Yasuhiro Yamauchi), published by Hosei University Press, is a collection of papers entitled "History and Normalization of Japan-South Korea Relations." The research on the above problems and fisheries issues was centered on the Japan-South Korea talks (normalization of diplomatic relations between Japan and South Korea), and the blank period of the research objectives was the second half of the 1950s.
