本研究の目的は、青少年を対象とする社会教育施設の職員(ユースワーカー)の力量形成を中心的課題に据え、職員に必要とされる力量を特定し、その力量形成に有効な養成プログラムのモデルを構築することである。先駆的な事例として、国家が定める職業資格を必要とするイギリスのユースワーカー養成制度に注目し、昨年度の奨励研究「青少年を対象とする社会教育従事者(ユースワーカー)のための養成プログラムの研究(課題番号:22907033)」の研究成果を礎に、本研究では、とりわけ学位レベル以上の養成プログラムに焦点を当てて調査研究を行った。研究方法は、ユースワーカーの養成プログラムを持つ総合大学を訪問し、カリキュラム開発の責任者である教授を対象に聞き取り調査および実際に使われている教材等の資料収集を行うと共に、ユースワーカーの現場と養成機関である大学と政策決定者である政府の三者をつなぐ役割を持つ、中間支援組織も訪問し、ユースワーカーの資格強化に関する近年の動向を聞き取り調査した。具体的な視察先は、デュ・モントフォート大学ならびにハダーズフィールド大学のユース・アンド・コミュニティ学科、全国青少年協会および全国民間ユースサービス協議会である。調査の結果、イギリスではユースワーカー養成の方法論として現場実習に重きが置かれており、効果的な実習を保障する教授法として、スーパーバイズを伴う現場実習の制度が確立していることが分かった。なお、本研究成果の情報提供を通じて、日本の社会教育研究者らと共同で、日本版ユースワーカー養成制度の確立を目的とする「子ども若者支援専門職養成研究会(仮称)」を発足する運びになったことも研究成果の一部として追記しておく。
