発達障害等の生徒が在籍している高校と特別支援学校高等部・高等特別支援学校等の進路・移行支援を比較検討することにより、通常の高校における発達障害等生徒の進路・移行支援に関しての課題を明確にしたい。2005年全国LD親の会による「教育から就業への移行実態調査報告書」によれば、義務教育終了後、発達障害等の生徒の84.5%が高校に進学し、11.1%が特別支援学校高等部や高等特別支援学校に進学している。高校卒業後の進路として発達障害等の生徒の約半数が大学等に進学している。発達障害等の理由で障害者手帳等の取得については、「18歳以上」も少なくない。これは、高校や大学等を卒業後に離職したり就職できなかったりするなど、必要に迫られたため取得したと考える。そして、職業リハビリテーション・サービスの利用を開始し「雇用対策上のサービスを利用して就業」も選択するようになる。さて、「障害者雇用対策上のサービスを利用して就業」した場合の初職紹介機関の60%が特別支援学校高等部・高等特別支援学校である。この場合の離職率は8.3%と低く、通常の高校からの移行と対照的な結果である。通常の高校における進路指導と特別支援学校における進路指導の違いとして、現場実習等の在学中の就業経験の有無があげられており、特別支援学校における就業体験が重要であることが指摘されている。特別支援学校に用意された障害のある生徒の「職業への移行」のための特別な支援は適切に機能している。一方で通常の高校に在籍している同様の特性を有する生徒に対しては、同様の支援が必要であるにもかかわらず、機能していな実態が明らかになった。神奈川県内の公立高校の特別支援教育コーディネーターに対して、発達障害等で支援や配慮を要する生徒の進路指導・移行支援に関する質問紙調査を実施した結果、「発達障害等で支援や配慮を要する生徒であると学校関係者は考えるが生徒や保護者には、その自覚がない場合が多い」「療育手帳取得に結びつかない生徒に対して連携できる外部機関がわからない」「インターンシップを実施して職業適性の把握に結びつけたいが通常の授業との兼ね合いもあり制度として実施するには様々な課題がある」等の指摘がなされた。
