(研究目的)各市町村等で区々に備蓄されている災害用食料及び防災用品を国等の広域レベルで日常的に把握しておき、発災時に迅速且つ効率的に支援できる相互扶助システムを各市等⇒各都道府県⇒国⇒世界レベルで日本が先導的に構築する方法を研究目的とした。(研究方法)方策案として、救援物資管理システム(以下「S」という)の構築を検討した。このシステムの内訳として①備蓄一覧表、②備蓄品集計S、③救援物資要請送受信S、④救援物資等運搬S、⑤備蓄品有効活用Sについて提案したが、今回は交付申請書に記載したとおりS①とS②の作成を行うことを主眼とした。(研究成果)S①は、備蓄品種類が予想以上に多かったため、相互扶助を目的とした「備蓄・支援物資一覧表(国内標準)」と各市等が独自に管理する備蓄品を対象とした「同(オリジナル)」の2様式とした。S②は、安価なクラウドシステムを使用して町内会・企業・市区町村単位で入力した備蓄品データが都道府県や国単位で集計・把握できるソフトを外注し作成した。このソフトを利用すれば、入力した地域毎の備蓄数量がリアルタイムに把握できるだけでなく、標準・オリジナル表とも町内会等の入力単位毎に食料・水類の賞味期限一覧が検索できるため、管理担当者が替わっても常に有効な備蓄品管理が可能である。更にS③は、S②と一体化したものであり、スマホ等から備蓄品記号と数量、市町村番号を入力送信するだけで支援物資の要請が出来るシステムであるが、今回前倒しで構築でき運用可能となった。以上のシステムは、発災時対応だけでなく、相互扶助することにより現在の各市備蓄数量を大幅に減らすことが可能であり、今後希望する町内会や市区町村、都道府県等に試行・運用を働きかけていきたい。なお、S④は、本年3月30日の「国の応急対策活動計画」による広域防災拠点整備事業を活用すれば、他都道府県等からの備蓄品を即日供給可能である。S⑤は民間レベルで運搬等を行えるシステムを今後提案していきたい。
