本研究は、産業構造・地域構造の再編にともない変動を余儀なくされている地方都市を対象として、地域社会の再編過程への住民および自治体の対応をまちづくりの視点から捉え、主体としての地域住民組織の構造と機能を明らかにすることにより、まちづくりの今日的な可能性と問題点を抽出することを目的として行われた。具体的な研究項目としては以下の3点を重視した。第一に、地方都市の歴史的展開をふまえ、産業・行政・住民生活の構造的連関を把握する。第二に、まちづくりにかかわる地域資源の態様を把握し、これをめぐる諸主体の布置を明らかにする。第三に、地域住民組織(=町内会・自治会)に注目し、まちづくりの主体としての今日的な機能と問題点を明らかにする。研究目的を達成するため、主に次のように調査・研究を実施した。1 文献研究:先行研究のサーベイと理論的検討2 現地調査:岡崎市、春日井市を中心に多治見市、都城市、大垣市も比較の対象とした(1) 行政・統計資料等の収集と分析(データベース化)(2) 聞き取り調査:地域住民組織、行政、業界、各種社会団体等本研究の成果を結論的に述べるならば、地域住民組織は、第一に、一部ではなお組織内部の民主化の課題を抱えながらも、行政および各種のボランタリー・グループとの関係を変質させつつある(相互浸透と地域代表組織としての対自化)。第二に、地域共同管理の機能を担うとともに、今日の地方都市のまちづくりにとって、参加の主体としてまた自治の担い手としてはその重要性を増しているということができる。
