项目摘要

本研究の目的は2つである。まず第一に、欧州安全保障協力機構(OSCE)の紛争予防メカニズムの歴史的発展過程を明らかにすると同時に、実際の紛争予防活動を分析することである。第二に、本研究の理論的視点は、現在アメリカの国際政治学界を中心に行われているコンストラクティヴィズムの実証可能性について分析することである。平成10年度には、本研究を一橋大学法学研究科に学位申請論文として提出して、専門家の講評を受けた。こうした専門家の講評から得た知見を可能な限り研究成果に取り入れるため、OSCEに関する図書やその他OSCEの活動している地域の政治的問題を分析した図書・論文を幅広く入手した。こうした活動から、以下の点を新たな知見として得ることができた。まずOSCEの活動は、きわめて広範囲で包括的であり、軍事力の行使を主体としたアプローチだけでは果たしえない機能をCISの対象国の民主化と安定に向けて果たしている。第二に、コンストラクティヴィズムが重視する規範は、新しい国際環境に直面したアクターが、議論を正統化する際に重要な意義を有している点も指摘した。したがって従来とは異なる国際環境の下で、多様な問題に直面しなければならない冷戦後の国際関係を分析する上で、コンストラクティヴィズムの枠組みは一定の有効性を有すると考えられる。今後とも、学術図書・論文として国内外で発表できるように努めたいと考えている。

The purpose of this study is to investigate the relationship between the two. First, the development process of the history of dispute prevention of the European Security Cooperation Agency (OSCE) is to be clarified, and at the same time, the actual dispute prevention activities are to be analyzed. Second, the theoretical point of view of this study is to analyze the feasibility of the implementation of international political science. In the 10th year of Heisei, this research paper was submitted to the Graduate School of Law of Hitotsubashi University, and comments were received from various scholars. The author of this paper is interested in the analysis of the political problems in the region. The following points are new to me. OSCE activities include the exercise of military power and the democratization and stability of CIS countries. Second, the importance of standardization and standardization in the new international environment The international environment is different, the international relations are different, the international relations are different, and the international relations are different. From now on, academic books and papers will be published at home and abroad.
